Our national scan shows how states fund, staff, and run infant and early childhood mental health consultation. It covers 39 states and DC so far. Each profile tells you:
- Who funds itEach state's funding streams. In our national scan, most states braid 2 to 4 time-limited streams.
- Who delivers itQualifications range from commitment-based to licensed-only. There's no national consensus on who can consult.
- Where it reachesThe settings each state model serves: early care and education, home visiting, and beyond.

- ArkansasBehaviorHelp is Arkansas's statewide expulsion prevention system for child care, supported by the Arkansas Department of Education's Office of Early Childhood. Project PLAY, run by the University of Arkansas for Medical Sciences (UAMS), is its mental health consultation tier. - New JerseySEFI Support is New Jersey's statewide consultation program. It's based at Montclair State University and covers all 21 counties.See New Jersey details
- New MexicoNew Mexico coordinates consultation through the SEED Initiative, but its reach is limited. Services exist, but coverage is uneven and the number of consultants varies a lot from place to place.See New Mexico details
- New YorkNew York offers consultation statewide through its network of Child Care Resource and Referral agencies (CCR&Rs). Docs for Tots and the Early Care & Learning Council (ECLC) coordinate the work. Nassau County and Queens also have a pilot program with added services.See New York details
- North CarolinaNorth Carolina doesn't have a unified statewide system. Services exist across the state but vary by region. A workgroup is working to coordinate them.See North Carolina details

- OregonEvery Child Belongs is statewide. It launched in 3 pilot regions in summer 2025 and reached all 15 regions in March 2026.See Oregon details

- Rhode IslandRhode Island doesn't have a coordinated statewide system. Local and regional programs offer services. State lawmakers are working on a statewide IECMH plan.See Rhode Island details
- South CarolinaPEAR is South Carolina's statewide consultation program. SCIMHA has run it since 2020 for licensed programs across the state.See South Carolina details
- TennesseeReady, Set, Grow is Tennessee's statewide program. It has run since about 2001 and focuses most on Middle Tennessee (including Nashville) and on Memphis and Shelby County.See Tennessee details
- TexasTexas has no coordinated statewide system. Seven organizations run the program in 28 of the state's 254 counties.See Texas details
- VermontVermont offers services statewide through its community mental health system. How much consultation child care programs can get varies by region, and funding is tight.See Vermont details

- WyomingEarly Childhood Behavioral Consultants (ECBC) provides mental health consultation to early childhood programs statewide.
